A. Michael Rubin serves as President and Program Chair of the NJILGA. Mr. Rubin is a Partner in the firm of Rubin and Connelly and its predecessor firms and specializes in municipal government law with special emphasis in the field of zoning, planning and land use. He was born in Paterson, NJ and is admitted to the bar of the State of New Jersey in 1963; United States Supreme Court in 1979 and United States Court of Appeals for the Third Circuit in 1982. Mr. Rubin served as counsel to and special counsel for boards as well as serving in other legal capacities for governmental agencies in the Borough of Bloomingdale, City of Paterson, Passaic County Board of Social Services, Township of Wayne and the Passaic Valley Water Commission. He serves as Chair of the Zoning and Land Use Committee for the Passaic County Bar Association and formerly serves as General Counsel for the Humane Society of the United States, New Jersey Branch, Inc. Mr. Rubin is a member of Board of Trustees and Counsel to the Wayne Township Senior Citizen’s Housing Corporation from 1977 to date. His military service includes the 403rd Military Intelligence Detachment, United States Army Reserve, First Sergeant.

TRISHKA WATERBURY, born Rabat, Morocco. Admitted to bar: New Jersey, 1996; U.S. District Court, District of New Jersey, 1996; Pennsylvania, 1997; United States Court of Appeals for the Third Circuit, 2004. Legal education: Boston University School of Law (J.D. cum laude 1996). Preparatory education: Bowdoin College (B.A. 1989, with honors from Department of Slavic Languages & Literature). Robert F. Renaud

Robert F. Renaud is the Second Vice President of the New Jersey Institute of Local Government Attorneys, having formerly served as a Member of the Board of Trustees. He is a Director and Past Chair of the Local Government Law Section of the N.J.S.B.A. A cum laude graduate of Seton Hall University School of Law, he is a partner in Palumbo & Renaud, Esqs., in Cranford, New Jersey. Admitted to practice before the U.S. District Court for N.J., the Third Circuit Court of Appeals and the U.S. Supreme Court, he is Certified as a Civil Trial Attorney by the New Jersey Supreme Court.

Bob has served as Municipal Attorney, Board Attorney and Special Litigation Counsel for numerous local government entities, representing municipalities and public employees in tax appeals, tort, civil rights and employment claims and prerogative writ and election matters. He lectures frequently on various municipal law and litigation topics. He has participated in seminars given by N.J.I.C.L.E., the N.J.S.B.A., the N.J. I.L.G.A., the Bloustein School at Rutgers University and the N.J. Attorney General’s Advocacy Program. He is the instructor for the N.J.I.L.G.A./N.J.I.C.L.E. Diplomate in N.J. Municipal Law Program in Claims against Public Entities.

TREASURER
Vincent L. Lamanna Jr.
Vincent L. Lamanna Jr. serves as Treasurer of NJILGA and practices law in Avalon, Cape May County with emphasis on local government and real estate law. He is a graduate of Villanova University and Rutger’s Law School (Newark). Mr. Lamanna has served as County Counsel for the County of Cape May, Solicitor for the Borough of Avalon, Lower Township Municipal Utilities Authority, Avalon Utilities Authority, Sea Isle City Zoning and Planning Boards and Wildwood Joint Planning and Zoning Board. He has served as Special Counsel to the Cape May County Health Department, Cape May County Planning Board and the City of Longport and serves as Special Counsel to the Borough of Cape May Point. He has served as Municipal Judge for the Boroughs of Stone Harbor, Avalon, Woodbine, the City of Sea Isle City and the Township of Lower. He is currently a member of the New Jersey State Bar Association and Member and former Trustee of the Cape May County Bar Association. He holds a Diplomate in Municipal Law from the New Jersey Institute of Local Government Attorneys and has previously served as an instructor in that program.

SECRETARY
Ron Cucchiaro
RONALD D. CUCCHIARO, born New York, New York, 1973. Admitted to bar: New Jersey, 1998, U.S. District Court, District of New Jersey, 1998. Education: Rutgers School of Law- Newark (J.D. 1998), Rutgers University- New Brunswick (B.A. with honors 1995). Served as law clerk to Hon. Douglas K. Wolfson, JSC. Partner at Weiner Lesniak, LLP specializing in local government, land use, zoning and planning, affordable housing, redevelopment and constitutional law. Ron currently serves as Secretary to the Institute of Local Government Attorneys. He has also served as municipal attorney, planning and zoning board attorney as well as special counsel to several New Jersey municipalities including the Township of Manalapan, Township of Howell and Township of Marlboro. Ron is also the winner of the Michael Pane Award recognizing ethics and integrity in local government. He further serves as an adjunct faculty member at his alma mater, Rutgers University teaching classes on local government. Ron is also an associate editor of the Local Government Law Review and serves as counsel to the New Jersey Society of Municipal Engineers. Several of his articles have been cited in New Jersey Zoning and Land Use Administration by William M. Cox, Esq. He has also served on several panels and lectured for the League of Municipalities.
