Richard AllenMr. Allen has been a practicing attorney since 1981. He graduated with honors from Seton Hall University in 1978, received his law degree with honors from Seton Hall Law School in 1981 and received post-graduate training in administrative law and constitutional law at Harvard Law School.

Mr. Allen is a managing partner in the law firm of Kipp & Allen, L.L.P. In addition to serving his private clients, Mr. Allen is currently Municipal Attorney to the Borough of East Rutherford, attorney to the Carlstadt Planning Board, Attorney to the Rutherford Planning Board and attorney to the Trustees of the Lyndhurst Free Public Library. He formerly served as Municipal Attorney to the Borough of Midland Park, attorney for the East Rutherford Board of Adjustment and attorney to Northwest Bergen Central Dispatch, an innovative governing body of a shared services entity among 3 Bergen County communities. Mr. Allen has argued before the New Jersey Supreme Court, the Appellate Division of the Superior Court of New Jersey, the United States Court of Appeals for the Third Circuit and the United States Court of Appeals for the Federal Circuit.

Mr. Allen is a member of the New Jersey State Bar Association where he is a director of the Local Government Law Section.

Mr. Allen was twice elected to the office of Councilman in his hometown, also serving as Council President.

Mr. Allen was a trustee of Downtown New Jersey, a statewide group promoting downtown redevelopment and a founder of the Rutherford Downtown Partnership, a Special Improvement District 501(c)3 management entity. He has been serving as a director of the Rutherford Chamber of Commerce since 1999 and was President of the Chamber from 2003 through 2005 and again in 2012. Mr. Allen was a Trustee of the Rutherford Senior Housing Corp., including 2 years as President. He is currently a member of the Board of Directors of St Mary High School in Rutherford.

While practicing law, Mr. Allen was an instructor in business law for nine years at St. Peter's College in Jersey City, New Jersey.
